Faculty Senate Meeting November 12, 1997

MEMBERS PRESENT:

The meeting convened at 2:05 P.M.

Jerry Polson commented on the Strategic Planning meeting with Dr. Ed Penson October 23, 1997 and asked for observations from other attendees at the meeting. The following concerns were voiced:

The Senate must have representation on the strategic planning committee.

Doug McMillan voiced the concern that the faculty has regarding the past history of the use of Ad Hoc committees to address issues. The effect is that the Faculty Senate is bypassed. We need to use the consultant's input as suggestions and then adapt them to fit the unique culture and history of SOSU.

The planning, if it is to be effective, must be done at the departmental level.

The planning group is not a representative body. They may produce plans that the faculty may or may not accept.

The faculty is capable of thinking "globally" and is capable of developing this plan.

Dr. Penson was looking to avoid a "turf war" and was interested in avoiding parochial efforts with the long view being the major consideration.

Overall, the outlook is a positive one.

Doug McMillan addressed the past use of Ad Hoc committees. He described a suggested method whereby any problem that generates a perceived need for an Ad Hoc Committee should be addressed by the current standing committee structure. It should then be evaluated by the Faculty Senate for recommended action.

Jerry Polson addressed the Faculty Senate recommendation for a five day summer school format, FTE positions in the summer, and the possible deletion of summer commencement. A discussion followed which included:

  1. "Hard" teaching positions are regular positions with requirements similar to the regular fall and spring semesters while "soft" positions are adjunct pay positions and the duties are commensurate.
  2. The five day week schedule is still under consideration.
  3. Summer school commencement might be eliminated.
  4. Interim courses taught by those occupying hard positions will require the instructors to observe the hard position requirements throughout the summer semester.
  5. The final decision will be made by the time summer schedules come out.

Faculty Senate Standing Committee Reports

Ron Finkbine reported on the parking situation. Two resolutions were submitted:

Resolution 1:

It is by the Faculty Senate that certain parking lots be designated as NO OVERNIGHT PARKING 12:00 MIDNIGHT - 5:00 A.M. It is recommended that all parking lots on Dunlap/Montgomery street from the Russell Building to 7th Street be designated as such.

Resolution 2:

That Dunlap/Montgomery street, from Choctaw Tower to 1st Street on the south side be striped to allow angled parking.

Ron Finkbine moved to accept resolution #1. This was seconded by Patty Pool. Discussion followed and the motion carried.

Ron Finkbine moved that resolution #2 be accepted. This motion was seconded by Loide Wasmund. There was no discussion and the motion carried.

Jerry Polson brought up the subject of motorcycle parking. David Hoelzeman moved that the security office be asked to make a recommendation regarding motorcycle parking. This was seconded by Doug McMillan. The motion carried.

COMPUTER / TECHNOLOGY COMMITTEE MEMBERSHIP

At the requests of the V.P. for Business Affairs and the V.P. for Student Affairs, the Faculty Senate voted to give them, or their designee, membership on this committee. The motion was made by David Hoelzeman and seconded by Glenda Zumwalt. The motion carried.

NEW BUSINESS

There was mention of a problem of the non-responsiveness by the administration to requests generated by the Faculty Senate. Jerry Polson mentioned that this was discussed by the Executive Committee and the President in a recent meeting.

Jerry Polson requested that agenda items be suggested to him to be addressed by the Faculty Senate.

The meeting adjourned at 3:10 p.m. The next meeting is scheduled for 2 p.m. December 10, 1997.
