The meeting was called to order at 3:02 p.m. by Sam Bigham. The minutes from the Faculty Forum on Shared Governance on September 22, 1999 and the Faculty Meeting on October 13, 1999 were approved. Diane Dixon reported that minutes were posted on the Faculty Senate website. Glenn Melancon reported that the members of the Computer/Technology Policy Committee were pursuing a List Serve for automatic electronic distribution of minutes. Ingrid Westmoreland asked if the subject of faculty load (15, 18, or 21 hours) per semester in the Regents’ policy had been investigated?
Glenda Zumwalt reported that the first meeting was to be held immediately following this meeting.
Randy Prus reported that he had been elected chair.
Pat Stubblefield submitted a memorandum nominating Bruce Johnson to replace David Norris on Curriculum Committee and nominating Debra Haley to replace Jan Moore on the Graduate Council.Motion: Accept nominations as written, by John McArthur, seconded by Elizabeth Kennedy, motion carried.
Diane Dixon reported that she had been reelected as chair. The members of the committee are studying the following items: the frequency with which we perform program review and the linkage between the program review process and NCATE and NCA assessments; monitoring the release time mechanism; and the availability of home Internet access for faculty and staff. On the last issue a meeting was requested with AVPAA Rambally on November 1, 1999 and a suitable meeting time was found on November 19, 1999.
Sam Bigham reported that Glenn Melancon was elected chair.
Sam Bigham distributed a draft of a memorandum congratulating the formation of the Southeastern Staff Association. This association is the staff equivalent of the Faculty Senate. Motion: Accept memo as written, by Mary Hitchcock, seconded by Bryon Clark, motion carried.
A draft position statement on summer employment of faculty was distributed. A great deal of discussion followed.
On item 5, add the word "Summer" in front of "interim courses", by Jerry Polson, seconded by Glenda Zumwalt, motion carried.
Rewrite item 8 as "Faculty in hard positions, whose course(s) fail(s) to materialize in full may be reassigned to courses scheduled to be taught within the same department by faculty in soft positions and/or to other university duties", by Jerry Polson, seconded by Brett Elliott, motion carried.
strike "for a maximum of eight hours" from item 4, by Glenn Melancon, seconded by Jerry Polson, motion carried.
In item 2 after "will have in the summer" add the sentences "Faculty in hard positions will have a contract defining a specific number of credit hours and salary. Faculty in soft positions will have a contract stating that the position is enrollment dependent.", by Diane Dixon, seconded by Faye Mangrum, motion carried.

Sam Bigham distributed a draft of the Faculty Grievance Policy. This item will be discussed at the next meeting. Senators are asked to bring the draft to that meeting.
Glenn Melancon distributed a memorandum asking Faculty Senate to endorse the addition of the Computer Policies and Procedures Guide to the Academic Policies and Procedures Manual and to the university website linked to the disclaimer statement. This item will be discussed at the next Faculty Senate meeting. Senators are asked to bring the draft to that meeting.
Andrew Robson reminded the members of the Faculty Senate of the Native American Symposium beginning this week.
Glenn Melancon announced the Arts and Science Lectureship by Stanley Rice in R100 at 2:00 p.m on Thursday, November 11, 1999.
Bryon Clark requested that the Faculty Senate look into getting appropriate letterhead to identify documents submitted by this body.
