Southeastern names Mark Bisson as Vice President of Business Affairs and Chief Financial Officer

Southeastern Oklahoma State University has named Mark Bisson as the Chief Financial Officer and Vice President for Business Affairs. Bisson has served this position in the interim since August 2025 and has been elevated to the permanent appointment by Southeastern President Dr. David Whitlock.

Bisson has been the Assistant Vice President for Business Affairs at Southeastern since 2023, supporting institutional priorities through cross-functional leadership and service on numerous committees and task forces.

“Mark has shown his passion for the University through his service in the assistant vice president position, and his leadership as interim CFO quickly earned him the permanent position,” Whitlock said. “I’m confident we are in good hands with Mark’s expertise and leadership in this area.”

Bisson holds two Southeastern degrees, earning his Bachelor of Science in Management in 1999 and his Master of Business Administration in Management in 2022. With over 25 years of leadership and management experience, Bisson brings a deep, practical understanding of how to build strong teams, modernize operations, and drive strategic growth in complex organizations.

“I’m proud to be able to continue to serve my alma mater in such an important position,” Bisson said. “Managing the priorities and responsibilities of the university responsibly is so important as it is key in providing a top-notch experience for our students.”

Bisson’s professional background spans human resources policy, training and development, business finance, and vendor and customer relations. He is known for steady financial oversight, disciplined budget management, and a collaborative leadership style centered on leadership development and team building. His work consistently emphasizes process improvement, operational excellence, and aligning people and resources to organizational strategy.
